Reliable Software Technologies Corp., of Sterling, has a contract to test Visa International's "smart card" system for reliability and potential security flaws.

Smart cards, which look like credit cards, are embedded with computer chips that allow them to be used for a variety of functions -- storing and transferring cash credits, paying for telephone calls, storing medical histories and making purchases.

Reliable Software was founded in 1991 by Jeff Payne and Jeff Voas, both in their mid-thirties. The privately held company has carved out a niche pinpointing weaknesses in other firms' software. Last year, the company, which is east of Sully Road between Route 7 and Nokes Boulevard, had sales of $4.5 million.

Payne, the company's chief executive, lives in Sterling with his wife, Jill, and their 15-month-old son, Matthew. Voas, the vice president, also lives in Sterling and is single. Sports Park Owner Goes for a Home Run

The new owner of the Dulles Golf Center & Sports Park has spent more than $700,000 renovating the facility, adding picnic tables, volleyball courts and heated tee stations in hopes of capitalizing on the area's corporate and residential growth.

Bob Reiver, 52, a retired Mongtomery County lawyer, and his wife, Maura, bought the 15-acre golf range at Route 28 and Severn Way last year from a group of investors. The purchase price was $845,000.

"We bought it in March of 1997 and began renovating it for 14 months," Reiver said. "It's a major project. It had to be completely rebuilt."

As part of the makeover, he added 13 machines that spit out softballs -- slow pitch and fast pitch -- and baseballs at speeds as fast as 80 mph. He also built a miniature golf course and a putting green.

Reiver, who had his own law practice in Montgomery, said his new job "is definitely more fun." "People come in here smiling," he said. "The biggest problem I have in here is someone slicing the ball." Help-Wanted Ads Tip Retailers' Hand

Curious about the retailers debuting next month in the Leesburg Corner Premium Outlets mall?

The mall's developer, Chelsea GCA Realty Inc., of Roseland, N.J., is mum about the names of the 60 stores that will open next month at the southeastern corner of Fort Evans Road and the Route 15 Bypass.

But some of the retailers have unmasked themselves in help-wanted advertisements in local newspapers.

Those stores include the Music for a Song outlet; WestPoint Stevens's Bed, Bath & Linens Factory Store; Kasper A.S.L., a women's career clothing store; and Isabel Ardee women's apparel.

In addition, four retailers placed ads saying they were opening stores soon in Leesburg but did not specify where: Coldwater Creek clothing outlet; Nautica, a men's apparel store; Etienne Aigner, a leather goods manufacturer; and the Off 5th Saks Fifth Avenue Outlet.

The mall will hold a job fair from 3 to 9 p.m. today at the Leesburg Volunteer Fire Department Hall at 215 W. Loudoun St. Aldie Man to Head Tourism Board Again

The Loudoun Tourism Council has elected Steve Hines, president of Marketing Resource Management, an Aldie consulting firm, for a second term as president of its board of directors.

The 56-year-old businessman lives in Aldie with his wife, Darlene, and their two dogs and four cats.
